The only way to stop this is to ensure that the consequences of such attacks outweigh any perceived benefits.

The reality is that Ukrainian society is unwilling to submit, while Western support is insufficient to halt these attacks. The attacks will continue because there are no negative consequences for Russia in carrying them out.
