Many times, the team has found excellent people at the working level in government who want to do the right thing, but have been prevented from doing so by prior management.
Treasury is a great example.

Sure, there are things that can make it safer—just as there are things that could make it slightly *less unsafe* to keep a lion in your home as a pet—but why take on the risk?
