Foreign Minister Winston Peters is heading to Beijing to demand answers.

He’s also expected to raise concerns over the Cook Islands signing a strategic partnership with China—without properly consulting New Zealand.

The three Chinese ships remain 280 nautical miles east of Tasmania, just outside Australia’s exclusive economic zone.
