Safeguard Defenders compiled a dossier on Liu’s role in coordinating Operation Fox Hunt and other forced return schemes (pic is from that). In his current role Liu is tasked with carrying out the Party’s united front strategy, cultivating foreign political leaders.

The State Department said it has nothing to announce at this time and ignored follow up messages.
