Today is the second day of our work report meeting. Since everyone has a lot to say, I will only mention a few issues and talk about how to deal with Chinese-language communities on overseas social media platforms.
The first issue is that over the last six months, the level of anti-government speech on the overseas web has stabilized. Whether it is from anti-government media or from so-called "opinion leaders," these voices are clearly experiencing a downward trend. However, the output of our overseas web security coordination working group still maintains the high-pressure mode from the "White Paper Revolution" period, ignoring the change of trend. In work targeting certain overseas "opinion leaders," the "Lao Guan" special team ... [redacted] ... in reality, the content did not spread as much as we wanted, and 80-90% of it was wasted, mainly because they were not people who attracted attention anymore. Moreover, many major "opinion leaders" definitely have serious problems, but we did not timely expose their scandals, therefore we have missed opportunities to grasp the narrative. There are also some "independent media" that have already established favorable relations with us, or even bought by us. Then there is no reason to include this type of accounts in the blacklist; that would disrupt the coordination between different special teams.Therefore, like we have emphasized in the last work meeting, every special team should improve the specificity and effectiveness of their public opinion work, adapt their strategies according to the evolution of the situation, keeping up with the principle of "one strategy for each country, group, and individual" and suppressing the reputation and influence of hostile forces as much as possible.
The second issue is that certain overseas "influencers" favorable to us have committed betrayal, exposing confidential information related to public opinion work, resulting in serious disruptions to relevant special teams. In reality, these "influencers" are all acting on their own interests and may choose to cut ties with us at any moment. Every special team must ... [...] Last but not least, I hope you are not afraid of hardships and fatigue, and that you are willing to analyze the situations of overseas social media platforms and infiltrate into their communities. Every time we are successful in our operations is because we analyzed and understood our targets. Take the "LI coin" losing value for example, isn't it the result of infiltration? The Changsha "Tibetan independence" case is also because undercover agents provided us with large amounts of information. I hope everyone works hard, in order to fulfill the directives of comrade Li Kuo and solve issues in public opinion work, creating a favorable environment on overseas social media.
