Since the flood disaster at the Jiulong Port, Nepal has issued eight consecutive notifications, continuously updating the numbers of deaths, missing persons, and rescues, and publicly disclosing the progress of rescue operations to society.

This timely, continuous, and transparent information release starkly highlights the slow updates and limited content in China's notifications, creating immense public opinion pressure on relevant Chinese departments. China expresses strong dissatisfaction and firm opposition to this.

Nepal is well aware that China currently only announces "7 deaths and 554 missing" on the Tibet side, yet it continues to update its own casualty and search-and-rescue data, leading some members of the public to raise inappropriate questions such as "Why can Nepal disclose this publicly, but China cannot?"

This practice of responding to public concerns with facts has hurt the unspoken sentiments between the relevant departments of the two countries and has undermined the regional norm of information ambiguity and consistent messaging.

China urges Nepal to:

1. Immediately cease frequent updates to casualty figures;
2. Refrain from unilaterally disclosing numbers of rescues, missing persons, and rescue personnel;
3. When involving disaster situations along the China-Nepal border, fully consider the pace of China's notifications;
4. Emphasize more on leadership attention, orderly rescues, and stable public sentiment, and less on specific figures.

Disasters will eventually pass, but the consequences left by numbers are extremely serious. We hope Nepal will, from the overall perspective of bilateral relations, exercise a bit less public transparency and a bit more sense of the big picture, and avoid letting factual information harm the feelings of the peoples of the two countries.

Otherwise, China reserves the right to express further solemn concerns.
