Imagine watching senior officials meet after your suffering has already been recognized as genocide, and hearing nothing about it at all. Canada didn’t reverse its position on Uyghur abuses, but letting them disappear from top-level conversations sends a signal. Silence on mass human rights violations isn’t neutral. It creates expectations, and those expectations harden quickly.
