They aren’t found in prime districts or shiny malls. You see them in older shopping centres and ageing neighbourhoods. They’ll approach you directly, regardless of race, language, or religion, trying to strike up a conversation and sell a service.
Technically, this is illegal in Singapore. Street solicitation and unsolicited approaches are not allowed. Yet it still happens — quietly, persistently.
