Yep, I visited one of these super shiny LED show towers in a Chinese city. It would be the same video, it was around 95% empty, a handful of government offices, most people were building maintenance and security guards. Also, indeed, the outside looks dirtier and cheaper if you're up close in the daylight and many inside floors were (seen here) just dusty leftover construction sites, clumps of debris, wires, coated in gray dust.
Locals say they are there for a few reasons: Chinese think 2D. Make shapes like rich countries shapes and its done!
Local party members get rich off these skimming money and buying the 1.2 million home in your neigbourhood rarely actually living in it.
It's creates a 'make-work' project for the workers.
and.. yep, to bloat the GDP goddess/high score.
